
Off-highway vehicles (OHVs) include ATVs, UTVs, ROVs, dirt bikes, and snowmobiles. Because they lack the protection of an enclosed vehicle, riders are more vulnerable to serious injury in a crash.
In 2024, OHVs were involved in 65 crashes in North Dakota, resulting in 3 deaths and 72 injuries. OHV crashes often involve rollovers, ejections, and severe head injuries. Wearing the right protective gear significantly reduces the risk. Helmets can reduce the risk of death in a crash by approximately 42%.
North Dakota laws are designed to protect riders and ensure responsible use of public lands. Note the updated penalty fees for non-compliance:
- Helmet Requirements: All riders and passengers under the age of 18 are required to wear a DOT-approved helmet. This applies to ATVs, UTVs, dirt bikes, and snowmobiles.
- Registration: OHVs operated on public land must be registered with the NDDOT. The fee is $20 for a two-year period.
- Penalty Increase: As of 2025, the fee for most OHV operating violations has increased from $20 to $50.
North Dakota Parks and Recreation requires specific training for young operators to ride on public lands or ditches:
- OHVs (ATVs/UTVs): Youth ages 12–16 who do not have a valid driver's license must complete a safety certification course.
- Snowmobiles: Youth ages 10 and older without a license must complete a safety course. Riders ages 10–11 must also be under direct adult supervision.

- Wear All The Gear: Use a properly fitted helmet, eye protection, gloves, long pants, and over-the-ankle boots.
- Inspect Your Ride: Check tires, controls, and cables before heading out.
- Ride Sober: Alcohol is a leading factor in OHV accidents and rollovers.
- Stay on Designated Trails: Respect private property and only ride in authorized areas.
Youth riders are also encouraged to take a safety course.
